Land management policies, funding frameworks, and regulatory definitions decide where we can ride, what trails get built, and how mountain biking gets prioritized across Washington. As the single point of contact representing thousands of riders statewide, Evergreen Mountain Bike Alliance monitors policy at every level of government so riders speak with one, unified voice.

Managing Public Lands.
Federal land management agencies — the U.S. Forest Service (USFS) and Bureau of Land Management (BLM) — govern millions of acres of Washington's backcountry.
Land Designations & Wilderness Rules
Ensuring broad conservation designations explicitly protect historic human-powered recreation access.
Travel Management Plans
Defending dedicated non-motorized singletrack against unauthorized motorized expansion.
Agency Staffing & NEPA Streamlining
Pushing for adequate agency funding so environmental reviews for trail projects don't stall for years.

Funding, Tech, and Land Use.
State policy shapes our major trail systems across Washington State Parks, the Department of Natural Resources (DNR), and the Department of Fish and Wildlife (WDFW).
Recreation Funding
Defending state grant programs like the Washington Wildlife and Recreation Program (WWRP) and Nonhighway and Off-Road Vehicle Activities (NOVA) funds — the lifeblood of trail building.
Vehicle Classifications & Emerging Tech
Advocating for clear legislative distinctions between Class 1/2 eMTBs and high-powered electric motorcycles (e-motos) to keep non-motorized trails intact.
Landowner Liability & Access Agreements
Working with state lawmakers, and looking to peer organizations like the Vermont Mountain Bike Association, for models to modernize land-use law and incentivize private landowners to open trails to the public.

Proactive User-Conflict Mitigation
Partnering with hikers, equestrians, and trail runners on smart trail design — like dedicated downhill directional trails — and education, to prevent friction before it leads to blanket closures.
Municipal Comprehensive Plans
Ensuring urban bike parks, trail networks, and greenway connectivity are written into 10-to-20-year city growth plans so they're eligible for funding.
Local Stewardship Agreements
Replicating proven models — like the Whatcom Mountain Bike Coalition's agreement on Galbraith Mountain — across our regional chapters.
